Inclusion health and multiple disadvantage: Driving action in a new system landscape

Recording and slide set from the learning event on 6th July 2026

The learning event covered:

  • The introduction of new resources that have been co-developed by OHID (DHSC), NHS England, local authority and ICB representatives, Pathway and other VCSEs. The resources are intended to support organisational and system work at a local level (see below)
  • A presentation from members of the group who co-produced a report to inform inclusion health action in health protection about how to ensure healthcare better meets the needs of people.
  • An opportunity to hear case studies from across the country.

The live versions of the resources below are available on the Inclusion Health subpage of the Healthcare Inequalities Improvement Programme Futures page (anyone can request to be a member). They are also included below. The Inclusion health dashboard and Health Equity Assessment Tool are available on GOV.UK.

Resources

  • Inclusion health evidence and briefing pack: This slide set is designed to be used and adapted for a range of audiences to support the identification of opportunities for inclusion health within the system landscape. It is intended to stimulate discussion at local level and will be regularly updated on the NHS Futures site so please use the most recent version. While the slide set can be read in full, stakeholders may also choose to focus on the sections most relevant to their role or area of work.
  • Inclusion Health Data and Intelligence Dashboard: This interactive resource contains a summary of statistics already in the public domain and provides supporting information for organisations and networks to facilitate informed decision-making. It collates numerical population data for inclusion health groups into one place and summarises academic research and published material to highlight health needs.
  • Inclusion Health Self-Assessment Tool: The Inclusion Health Self-Assessment tool is primarily an engagement tool designed to help ICBs and wider system partners understand their achievements to date, review their action, and explore their readiness to implement the NHS England’s inclusion health framework.
  • Inclusion Health Safeguarding Self-Assessment Tool: Developed by Transformation Partners in Health and Care in collaboration with Pathway, NHSE London, London region ICBs and OHID, this engagement tool is intended to help local areas/systems to understand their safeguarding activity.
  • Inclusion Health Services Mapping Tool: Developed by Find & Treat University College London Hospitals NHS Foundation Trust (UCLH) and UKHSA, this tool is designed for use by local planners and commissioners of inclusion health services to improve understanding of services and their approaches to service delivery (including outreach and integrated services); strengthen links between services; and identify gaps in current provision.
  • Health Equity Assessment Tool (HEAT) is a practical framework that enables multiple audiences to systematically identify and embed action on health inequity and equity in their work programme or service
